The White Paper selected a total of five Chinese cities - Shanghai, Fuzhou, Tianjin, Guangzhou and Pingxiang - as success stories in the development of China's "sponge city". At the same time, it shared five foreign sponge city construction experiences and proposed to accelerate China. Sponge City's construction process concept: Through a more innovative financing model, systematic design, decentralized program, continuous operation and maintenance management, and digitalization to build a comprehensive "sponge city."

As a representative of the white paper promotion, Fuzhou City passed the 2016 annual performance appraisal of the three state ministries and commissions for the pilot construction of the Sponge City in the first half of 2017. At present, it is advancing the construction of two pilot areas in Sanjiangkou and Helin.

Talking about the second point of the "Fuzhou Experience", it is technological innovation - the comprehensive treatment of black and odor water bodies. Exogenous emission reduction, endogenous dredging, water purification, clean water supply, and ecological restoration of urban water bodies are the technical routes followed by the treatment of black and odor bodies in Fuzhou City.

Fuzhou's efforts to create a sponge city have provided a reference for the creation of a sponge city model that can be replicated nationwide.
